In the City of Eugene, there is no permit needed for events in parks, if under 20 people. For events under 20 people without a reservation, parks can be used on a first-come-first-served basis, and that priority will always go to permit holders. Most all parks can be reserved if needed, and some places will need to be reserved ahead of time.
